Pacha hydel project to resume
SEPPA, Mar 8: Regular electricity supply from Pacha Hydel Project is likely to be resumed from March 15 as repairing and maintenance works of the project have been completed.
The trial run of the hydel project for power generation would be carried out on March 13 and 14 and regular electricity supply is likely to be resumed from March 15. This was informed to East Kameng Deputy Commissioner Sandeep Kumar Singh during his visit to the Project yesterday by JE (EM) Bamang Taglik.
The JE requested the DC for provision of alternative approach road for the dwellers living behind the power house and also deployment of police in the newly constructed police beat near power house for the safety and security of staff working there.
Earlier, interacting with the departmental engineers, the deputy commissioner stressed on proper management of Pacha Hydel project since power supply from Khupi was not reliable. He also suggested for corrective measures at the intake point.
He suggested for provision of retaining wall at the newly constructed channel portion which was damaged last year.

Two traditional houses gutted in Kato
ITANAGAR, Mar 08: In a fire accident that broke out at Kago village under Kamba circle in West Siang district today, two traditional houses of one Tummar Kato and Nyuggum Kato have been reportedly gutted down. This was informed by Hirik Hiru Students Union, President Yomge Karbak here this evening. The fire reportedly broke out at 6 am; however source of accident is yet to be ascertained. The personal belonging could retrieve in the ravaging inferno. It is said that worth amount of Rs 25 lakhs properties have been damaged in the accident. ANYA demands for ILP checking drive
ITANAGAR, Mar 8: The All Nyishi Youth Association (ANYA) concerned over the increasing illegal immigrants and crime rates in the state said that the increasing menace of immigrants in the state particularly the state capital is due to poor system of ILP checking in various check posts and Railway station, Naharlagun.
Demanding the state government to initiate rigorous ILP checking drive to detect illegal immigrants within a month ANYA President Biri Kakum said that the state needs proper mechanism to check illegal immigrants.
ANYA further said that government needs to adopt proper mechanism to check the increasing crime rates in the state and demanded the state government and the concerned authorities to arrange adequate security facilities including stoppage of granting group ILPs, and installation of CC Cameras in check posts/points and in Naharlagun railway station.
It also demanded installation of CC cameras, street lights and adequate forces in various vulnerable areas of the Itanagar and Naharlagun to reduce crime rate.
Meanwhile, expressing its condemnation on the Seppa rape case, ANYA added that the case needs thorough investigation and justice should be given to the victims.

SEPPA, Mar 08: A total of 88 patients were either treated or provided various services during a Reproductive Child Health (RCH) camp organized by District Health Society at Rilloh near here on Thursday.
The team of doctors led by Dr. K Lapung, DRCHO, imparted awareness on importance of Antenatal Care, Institutional Delivery (ID) for safety of both mother and child, family planning and the importance of early and exclusive breast feeding and immunization.

PPA for taking corrective measures to regain past glory
ITANAGAR, Mar 08: People’s Party of Arunachal (PPA) called upon the state government to take some drastic steps to bring back the lost glory of Arunachal Pradesh Public Service Commission (APPSC).
“Since the constitutional body like APPSC is the reflection of the Govt. image, the huge credibility loss the Govt. suffered due to series of controversies, including the leakage of question papers, must be addressed at the earliest,” PPA said in a release.
Although the Govt. has temporarily managed to calm down the anger of the civil service aspirants by constituting a SIT probe into the illegalities, the big question is will Commission be able to regain its lost image and glory?

IWD and awareness camp on Domestic Violence Act

A twin programme, celebrating the International Women’s Day and conducting an awareness camp on Domestic Violence Act 2005, was organized by AMYAA NGO, in collaboration with the Department of Women and Child Development at Jia Village here today. A total of 54 women from different villages, comprising of SHG Office Bearers and members, women Panchayat members, took active participation in the programme.
Deputy Director ICDS Savitri Khamti, who is also the Protection Officer of Domestic Violence at District level, informed the women about the Domestic Violence Act 2005. She explained in detail the various important sections of the Act which has direct impact on women's day to day lives, such as verbal, mental, physical and sexual harassment at home and at workplaces. She further emphasized by saying that women today have a weapon of law through the Act to fight for gender equality and to enjoy the rightful freedom of equality as their male counter parts.
Dr. N. Yirang speaking on the occasion encouraged every single woman to strive for excellences at every sphere of life. He said that woman have as much potentialities as man, and can compete with man at all levels of success.

Arunachal celebrates International Women’s Day
ITANAGAR, Mar 8: The Arunachal Pradesh Women’s Welfare Society (APPWS) and Arunachal Pradesh State Legal Services Authority (APSLSA) Yupia today conducted a programme on women rights to mark the International Women’s Day with the support of the Directorate of Women & Child Development, Govt of Arunachal Pradesh. The programme was attended by a huge number of women participants.
Budi Habung, Member Secretary, State Legal Services Authority dwelt on rights of women and the role of the legal services authorities for facilitating the access of justice to women through the legal aid clinics, Para legal volunteers, Lok Adalat.
Dani Belo, OSD dwelt on procedures to avail Arunachal Pradesh victim compensation scheme, 2011. R T Riba, Director of women and child development dwelt on the role and responsibilities of the department in carrying out various schemes and programme for the betterment of women in general.
Gumri Ringu, president, APPWS highlighted on the importance of the day and the contributions of the society towards the empowerment of women of the state. She further called on women to realise their rights through such participations.
Rosy Taba, Project Coordinator, APSLSA made a presentation on rights of women in case of domestic violence and including discussions on equality before law concept.
On the day, Tana Yayo was felicitated with Zila Mahila Samman award by the Department of Women & Child Development. The programme saw the attendance of veteran social activists’ Tadar Yadir, Lomte Riba, Yapi Kulo, Dipti Bengia and other govt officials.
At Tawang: Tawang health sector observed international women’s day at the Khando Drowa Zangmo District Hospital conference hall today.
Women’s Welfare Association (WWA) chairperson Nitika Dev lauded the womenfolk of the district. “The women of Tawang are very strong and walk shoulder to shoulder with men”, she said. “Though very tough and highly efficient in shouldering their responsibilities, the women of the district are very shy and hold themselves back”, she added, encouraging the females to muster courage to interact their problems.
Vice chairperson (WWA) Rashmi Rao Wahule spoke on the vitality of women’s empowerment. “Though we have achieved a lot in the last 20 years but a lot more is yet to be achieved”, she said.
Dr Lobsang Tempa, DRCHO, Tawang highlighted the importance of International Women’s day while Kenli Doji, DPM, shed light on the top ten issues for women’s health.
Dr. N. Namshum, Medical Superintendent laid emphasis on practically working for women upliftment rather than verbal pledges and appealed everyone to shoulder the responsibilities.

At Daporijo: International Women’s Day was also celebrated with a daylong programme to create awareness among the womenfolk about their rights and responsibilities at Daporijo.
Upper Subansiri Deputy Commissioner Komkar Dulom while describing the role of women in a family and the development of society, appealed all to give respect to women and girl child. Where women are neglected that society or nation never make progress, he opined. The DC also stressed on education of their girl child and equal treatment to their children irrespective to their gender.
Arunachal Pradesh State Social Welfare Board, Chairperson Marina Nido emphasized on education of girl child. She said that women are the backbone of the society and they need to participate in every field of development in the society.
Highlighting some of problems faced by the women, Superintendent of Police Taru Gusar urged the women to fight for their rights and against the prevailing injustice in the society. He suggested that the women approach the law enforcing authority or legal authority while fighting for their rights instead of taking law in their hands.

Women still struggling to find space: Ete
ITANAGAR, Mar 8: The Women in Arunachal Pradesh and Nagaland are trying very hard to make a place of their own by creating their new identity in the dominant patriarchal tribal society, said social activist Jarjum Ete. She was delivering a Lecture entitled efforts of the tribal women of north east India towards political leadership: cases from patriarchal Arunachal Pradesh and Nagaland in the Museum Popular Lecture Series of Indira Gandhi Rashtriya Manav Sangrahalaya on the occasion of International Women’s Day here at Bhopal, Madhya Pradesh.
Addressing the problems of women in Arunachal Pradesh Ete said that modern education is empowering the younger generation of Arunachalee women. However, even educated families from some progressive communities prefer a higher secondary pass bride for their professionally qualified sons to equally highly qualified girls of the same community. They think that highly educated girls are not easy to ‘mould’.
The tribal women of the state were not part of the decision making traditionally.
Ete further told that with the advent of Panchayati Raj 33 percent seats were reserved
for the women in Arunachal after much resistance from the traditional patriarchal
leadership in Arunachal Pradesh. After much lobbying with the council elders, the
local administrators and political leaders, the first post 73rd Constitutional Amendment
election took place in 2003 when 38.5% women got elected. In the subsequent elections,
however, this percentage decreased. The reason is present electoral policy which
is money based and financial resources or economic authority is the prerogative of
Patriarchal society. Only state sponsored election is solution to this problem. In
first election of local body in Arunachal, men were reluctant to give representation
to the women. But when it became mandatory then they got the tickets for their wives,

In Nagaland also the women representation in the local bodies is quite cosmetic. The patriarchal society in Nagaland is using powers given them in the sixth schedule to deny implementation of the 74th Constitutional Amendment in the urban municipal areas in the state and women’s right to reservation in the urban local bodies. The women in the Nagaland are fighting in the Supreme Court for their rights.
But even after so many difficulties it can be said that the women in Arunachal Pradesh and Nagaland are fighting the patriarchal society for their rights and witnessing success to some extent.

Highlighting the objectives and functioning of Protection of Plant Varieties & Farmer’s Right Act, 2001, Tadang Meena Dirchi, subject matter specialist (SMS), said that that the Act is being enacted by the Govt. of India under Ministry of Agriculture to establish an effective system for the protection of plant varieties, recognize and protect the right of farmers and breeders contribution in conserving, improving and making available plant genetic resources for the development of new varieties of plants. She also stated that the general function of the authority is the registration of new plant varieties and characterization, documentation, indexing, cataloging of farmers’ varieties.
She encouraged the farmers to register their traditional varieties of rice (taba, ningkuri, amte, nabum etc) and maize (nyicha punya, pote, pulang etc) under this authority.
Another SMS Tilling Tabyo (Plant Protection) informed that the Govt. of India has notified 92 crop species for the purpose of registrations. The traditional varieties can be registered in the office of Deputy Registrar, PPV&FR Authority at Regional Branch office at Khanapara, Guwahati.
The training was followed by distribution of woman friendly tool “Maize sheller” to participating farmers.

An advertisement for three posts of MO (Dental) was advertised along with MO (Ayush) and MO (Homeo) in the last part of 2014. I have applied for the post of MO (Dental) by paying requisite fees for forms as well as examination fees. It has been learnt that the examination for the post of MO (Ayush) and MO (Homeo) has been conducted. The results of both the posts have been declared and the Commission has already fixed the date for the interview in the month of March/2015. But, the call letter for the post of Medical Officer (Dental) has not yet been received.
Therefore, I being a candidate for the post of M.O (Dental) request the APPSC as well as concern department to let us know the reason why the examination for the post of MO (Dental) is not being held and whether, the above posts have been filled up by back door entry policy.

Through your esteemed daily, I would like to draw the attention of the Secretary and Director, Department of Veterinary and Animal husbandry department that the last time the post of Veterinary Officer was created was in 2011 and it’s already four years since graduate unemployed veterinarian are awaiting for the announcements of employment opportunities in the department.
Every year students are being sent for the BVSC course. Parents spend lakhs of money to get their child educated with a hope that one day they become a doctor, get job and look after them. The numbers of unemployed are only increasing. Many VOs have retired and that apart, new districts have been created so there is ample opportunity for creation of jobs. When we asked the department concerned regarding creation of posts for VOs, they said that department was going through fund crunch. But if that is the case, the government should not create posts in other department as well. The department is requested to look into our issues as well.

Through your esteemed daily, I would like to draw the kind attention of concerned authority of higher and technical education and education minister Tapang Taloh to enhance the stipend amount of students which is very low in comparison to other states of India so that every student can study his/her choice of course without having to worry about financial problem. Because of low stipend amount many student who belong to poor family faces financial problem. The income of the parents of the every student applying for stipend should be checked. Those students whose parents have an income of Rs 4 lakh or more annually should not be entitled for stipend and more stipend amount should be given to students who come from poor family background.

A very happy and proud women's day to all the women around the world. Let this day be celebrated for your strength and contribution to a family, society, country and to the humanity as a whole. I wish that every day IS celebrated as women's day, understanding and appreciating how important you are and how valuable is your contribution. Today women are more educated and more outspoken. They can speak for themselves and fight for their rights. This generation will be a revolution for feminism to grow; equal status and rights at par with men.
It is sad to know that the crimes against women are at the rise. Some repeated incidences of heinous crimes are enough to rip apart the trust on men. However, there are lot of good men out there who are fighting for you and your cause. We have witnessed that in Nirbhaya case when men took to the streets demanding for justice. It is time that men and women work together for a harmonious society to prevail. How can we hold water of life on a tilted plane of injustice against women?

Celebrate Holi with civility
Dear Editor,
Holi is increasingly turning into a dangerous occasion because of the barbaric way in which the erstwhile noble and divine festival of colours is getting "celebrated" presently. It seems "enjoyment" in Holi depends upon the nuisance the brutes can create in public spaces! These brutes do not hesitate a bit to sprinkle rubbish, paint, deadly colours or chemicals on the pedestrians or commuters in public transport causing serious accidents, eye injuries and even death as had been witnessed in 2013 in Bombay where a person got killed and seven injured after getting attacked by chilli mixed colour and falling off the running train. What a barbaric fashion to immerse in a festival!
Also, thanks to certain philistines and vested interests; Holi is increasingly getting branded as the day in which "licence" is issued to molest the womenfolk! In this sorry perspective, it is natural that women will get subjected to sexual atrocities in the name of "celebrating" Holi with them. Retaliation is bound to happen, thereby giving rise to untoward incidents in all corners of the country. Again the young boys and girls, who try to attain "modernity" by engaging in public display of affection, discard all sense of decency and civility during Holi and visually pollute the environment. Thus practically Holi has become synonymous with anarchy, violence, death, molestation, drinking, indecency and illness of all hues.
It is high time the concerned authorities should either order the public to celebrate Holi with civility or ban it absolutely.

Continue the process
Off late state government has been naming series of institution and infrastructure projects in memory of the late political heavy weights of the state. Name of the late leaders like Jarbom Gamlin, Tomo Riba, Padi Yubbe, Kabang Borang etc will be enshrined in various government funded infrastructure projects. This new initiative of Nabam Tuki led government is refreshing and deserves appreciation. Government should continue this process in future too.
In our state most of the institutions, markets and important infrastructure projects have been named after Gandhi’s. Many believe that it is due to the influence of the years of Congress rule in the state. In order to please the central leadership, State Congress leaders made it a habit to name important institutions after Congress leaders like Rajiv Gandhi and Indira Gandhi. Strangely most of the colonies in Itanagar have names like Niti Vihar, Chandranagar, Prem Nagar etc which sounds like any other mainland Indian colonies. Government of Arunachal should ponder the possibilities of changing names of these colonies and rename them as per the original indigenous name. Also those constructing roads across the state like Border Roads Organization (BRO) and State PWD should use local indigenous name to refer milestone. Such step will help to popularize the local area and also make them an important tourist attraction.
